Presidential Elections as the best weapon against world terror

10 years after 9/11 attack, Ben Laden, the terrorist number 1, had been killed in Pakistan, US President Obama reported late evening yesterday.
Obama named the operation of US forces in Pakistan the greatest victory of the 10-years war against world terror.
"Ben Laden was not a Muslim leader, he was a mass murderer of Muslims", - Obama said. He also mentioned, that american people didn't choose this fight, as " it came to our shores".


Now, as I see, the USA is 1 step ahead Russia in this continuous war. Regarding upcoming presidential elections in both countries, I can say the election campaign is the best thing to fight with world terror.
2 month ago the terrorist number 1 in Russia, Doku Ukmarov, was reported had been killed. Though, later a man, called himseelf as Umarov, made a phone call to the Svoboda ("freedom") FM radio station (broadcasting in North Caucasus) and told he's alive and russian special forces operation failed.
Does it mean that mr Putin is waiting for 2012 (presidential election year) to announce the "russian" victory in the 20-years war (or 100 years one might say) against world terror and russian terror as well?
